Ice balls form in Northern Michigan’s Sleeping Bear Dunes National Lakeshore
These snow/ice balls are essentially made by themselves, growing as they bob in the water. The motion of the water and the temperature being just below the freezing point make it possible for the snow to take this shape.

I wish I could have seen this guy sloshing around in his soaked khakis, dragging them through the sand like a confused idiot.
I googled “Obama campaigns on beach” just to see if the President made a similar gaffe, but every picture that came up looked exactly like this:
